Chairman of Foreign Affairs Committee named NPC spokesman

Lou Qinjian, chairman of the Foreign Affairs Committee of the National's People's Congress, has been named spokesman for the second session of the 14th NPC, the nation's top legislature.

Lou, born in 1956, is a computer engineer who served as vice-minister of industry and information technology and the governor of Shaanxi province.

He became the secretary of the Communist Party of China in Shaanxi province in March 2016 and the Party chief of Jiangsu province in October 2017.

After his retirement from the post in Jiangsu, he became the vice-chairman of the Financial and Economic Committee of the NPC in October 2021, before being elected as chairman of the Foreign Affairs Committee in March 2023.

The second session of the 14th NPC is scheduled to open on Tuesday.
